Why assess the fabricator, not only the steel
Most of what AS/NZS 5131 requires cannot be seen on a finished member. Whether a weld was made to a qualified procedure, whether a plate came from the heat number on the certificate, whether the blast profile was right before the primer went on – these are established by the fabricator's system and records, not by looking at the steel when it arrives on site. That is why the standard places so much weight on the construction specification, the quality plan and inspection and test plan, qualified personnel and traceable records, and why the higher construction categories demand more of each.
For a builder or engineer, assessing the fabricator before award is the cheapest point to control risk. A fabricator that cannot show its system at tender stage will not produce the evidence at handover. This chapter collects the checks from every chapter of this guide into one assessment you can use for any fabricator – local or overseas – and shows the evidence World Steel provides for each.
Three stages of assessment
A practical assessment for CC3 work has three stages, each building on the last:
- Desk review at tender – certificates and their scope, the quality manual and a sample quality plan, a sample ITP, welding procedures with qualification records, welder and NDE personnel qualifications, NDE procedures, a sample coating inspection report and a sample manufacturer's data report.
- Factory audit before award or before the first release – in person or by structured video audit: material receipt and storage, identification and transfer of heat numbers, cutting and drilling, fit-up and welding, NDE, blasting and painting, measurement, nonconformance records and packing.
- First-off and production inspection – the first assemblies of each type inspected against the drawings and the ITP before the batch proceeds, then hold and witness points through production and a pre-shipment inspection.
Certification by an accredited body does not replace project inspection – it shows that the system has been independently assessed, so the project inspection can focus on the specific job.
The CC3 assessment checklist by area
| Area | Key question | Evidence to see | Chapter |
|---|---|---|---|
| Certification | Is the fabricator certified to AS/NZS 5131 at the required category, for this site? | Certificate, schedule and register entry of an accredited certification body | Construction categories |
| Contract review | Are the specification, drawings and RFIs reviewed and recorded before fabrication? | Review records, RFI register, approved shop drawings | Specification |
| Quality system | Is there a quality plan and project ITP with competent supervision for each process? | Quality plan, ITP, supervisor nominations and qualifications | Quality management |
| Materials | Are steel, consumables and fasteners compliant and traceable to the members? | Mill certificates, receipt inspection, traceability records | Materials |
| Fabrication | Are cutting, holing, forming and assembly controlled to the standard? | Process instructions, first-off checks, assembly check records | Fabrication |
| Welding | Are procedures and welders qualified to AS/NZS 1554 and NDE done to the CC3 extents by qualified people? | WPS/PQR, welder records, NDE procedures and reports | Welding |
| Bolting | Are bolting categories, holes, contact surfaces and assemblies controlled? | Bolt lists, fastener certificates, contact surface records | Bolting |
| Corrosion protection | Is the coating system planned and inspected for the exposure and design life? | Coating plan, blast and DFT records, galvanizing certificates | Coatings |
| Tolerances | Are essential and functional tolerances measured and recorded? | Dimensional reports, trial assembly records where specified | Tolerances |
| Inspection & records | Can you witness hold points and will you receive complete records and a declaration? | ITP sign-offs, nonconformance register, data report, declaration of compliance | Inspection |
Red flags
Some findings should stop an award for CC3 work until they are resolved:
- A certificate that does not name AS/NZS 5131, names a lower category than required, covers a different site, or cannot be found on the certification body's register.
- No project-specific ITP, or an ITP without hold points and without a place for the client's inspector.
- Welding procedures that are not qualified for the processes, positions and steel grades on the job, or welders without current qualification records.
- NDE carried out by people without recognised qualifications, or NDE extents below those the construction category requires.
- Mill certificates that cannot be linked to the members, or steel to standards other than those specified without an approved equivalence.
- No nonconformance register, or a register with no entries – every real fabrication shop records nonconformances.
- Records that are incomplete, not in English or only promised for "after delivery".
Additional checks for offshore fabrication
The standard applies equally wherever the steel is made, but distance changes how the evidence is obtained. For a fabricator outside Australia, agree in the contract:
- Inspector access – hold and witness points that your inspector or a nominated third party can attend in person, or witness by live video where the certifier accepts it.
- Australian-standard materials – steel to AS/NZS 3678, 3679.1 and 1163 (or approved equivalents), ACRS-certified where the specification requires it, with certificates linked to piece marks.
- Records before shipment – inspection records and certificates for each shipment reviewed before release, not after arrival.
- Packing and sequence – marking, bundling and loading by erection sequence, with packing lists that match the erection drawings.
- Coating repairs and transport damage – a repair procedure for site touch-up and a clear split between the fabricator's and the erector's responsibilities.
World Steel's offer to Australian builders is organised around exactly these points – see our Australian supply chain and, for steel-framed buildings, Modular Homes Australia.
World Steel's answers
World Steel is certified by BSI Group Australia and New Zealand for fabrication to AS/NZS 5131 at CC3 – Benchmark certificate BMP 827566, valid to 31 July 2030 – with welding quality certified to ISO 3834-2. For each Australian project we provide a quality plan and ITP with hold and witness points open to the client's inspector in person or by video, welding to AS/NZS 1554.1 with qualified procedures and welders, NDE and dimensional records, coating and galvanizing records, weekly progress reports, a pre-shipment inspection and a manufacturer's data report with a declaration of compliance at handover.
Ask for our evidence pack at tender stage and assess us against this checklist – we would rather answer every question before steel is cut. Visit the factory in person or by video.
