What AS/NZS 5131 is

AS/NZS 5131:2016 Structural steelwork – Fabrication and erection is the joint Australian and New Zealand specification for the fabrication and erection of steel structures designed to AS 4100, NZS 3404 and AS 5100.6. It covers materials (steel, welding consumables, fasteners and grout), welding processes and the qualification of procedures and personnel, surface treatment and corrosion protection, geometric tolerances, inspection, testing and correction, architecturally exposed structural steel, and the documentation the fabricator must provide, including a Declaration of Compliance for the products covered.

The standard uses Construction Categories CC1 to CC4, from least to most risk. The structural engineer selects the category for each structure (or part of it) from the importance level under the National Construction Code, the service category (SC1 static / SC2 fatigue-sensitive) and the fabrication category (FC1 / FC2). The higher the category, the more demanding the requirements for welding, inspection and testing, traceability and personnel.

The designer selects CC1–CC4 from importance level, service category and fabrication category (after the ASI guidance on AS/NZS 5131).

World Steel's certification

World Steel's factory in Hai Son Industrial Park holds BSI Benchmark Product Certification certificate BMP 827566 in respect of AS/NZS 5131:2016. The certificate was first issued on 1 August 2025 and expires on 31 July 2030; it authorises World Steel to use the BSI Benchmark mark on the products listed in the attached certification schedule, which are manufactured under product certification requirements monitored by BSI. The scheme is accredited by JAS-ANZ, the joint accreditation system of Australia and New Zealand, and the certificate can be checked in the BSI client directory and on the JAS-ANZ register.

World Steel is certified to Construction Category CC3, which covers the structures most commonly specified for commercial, industrial and public buildings and higher-importance structures. Structures specified at CC1 or CC2 are fabricated under the same, more demanding system.

What CC3 means for your project

At CC3 the fabricator must demonstrate qualified welding procedures and personnel to AS/NZS 1554.1, a welding coordinator, documented inspection and test plans, non-destructive examination at the frequencies the standard and the specification require, controlled corrosion protection to AS/NZS 2312 and AS/NZS 4680, geometric tolerances to AS/NZS 5131 and complete records. Materials are supplied to AS/NZS 3678, AS/NZS 3679.1 and AS/NZS 1163 – from ACRS-certified mills where the specification requires – with traceability from the mill certificate to the finished piece.

  • Project-specific inspection and test plan (ITP) with hold and witness points.
  • Welding procedures and welder qualifications to AS/NZS 1554.1.
  • Inspection, NDE and dimensional records; coating inspection reports.
  • Declaration of Compliance for the fabricated steelwork.

Every requirement is explained clause by clause in our AS/NZS 5131 CC3 guide, including the fabricator assessment checklist.

Where it applies

The certification supports World Steel's supply of structural steel, pre-engineered buildings and steel products such as stairs, platforms and walkways, handrails and grating to builders and engineers in Australia, New Zealand and the Pacific. Welding quality is further certified to ISO 3834-2.

The Construction Category is a design decision. Always state the CC for each structure or element in the specification; World Steel confirms the CC and the inspection regime in its tender.
